Of course it is a scam. He can't win the lottery, so he'll make his money by telling you that you can. If the lottery was anything but random, then you would see repeat winners all the time. So you heard of a repeat winner once or twice? 1. that's not "all the time"; and 2. it is within statistical probability. If you are real curious about this book see if your library system has it...but don't waste your time or money on it.
